I wouldn’t risk it. Bird food tends to get moldy and this will kill your bird.

Best thing to do is try a little of the seed soaked in warm water for 2-3 days ,if it sprouts then it is O.K rinse the sproutings and feed them to your bird ,if it does not sprout ditch it.

No I would not give it food that is that old. Throw out the food. The seed may be moldy and it is no longer fresh. I own 8 cockatiels and they always have fresh food. If the food is older thatn 6 months I would not give it to them.
